Framework Description
Vale of Glamorgan Council is procuring a housing electrical framework for rewiring, testing, inspection, maintenance and repair across around 4,200 council homes, including flats and multi-storey blocks. Work must meet the Welsh Housing Quality Standard and the council's five-yearly servicing programme. The framework is expected to run until 31 May 2029, with an option to extend by 12 months to 31 May 2030.
Context & Use Case
The council must keep electrical installations in its homes safe and compliant, with inspections every five years and rewires when needed. The framework gives its housing team contractors for planned testing and rewiring and reactive repairs, with certificates issued and progress tracked so the council can show compliance across the stock.

Who Can Apply
Suits NICEIC-registered electrical contractors with social housing experience, Welsh Housing Quality Standard knowledge and Cat B asbestos awareness; CHAS or Constructionline registration helps. Tenders closed on 22 May 2026, so contractors that did not bid cannot join; the next chance is the re-tender, likely around May 2029, or 2030 if extended.
Buyer Benefits
The council needs contractors who keep tenants safe and satisfied while meeting a five-yearly testing cycle across thousands of homes. Pre-agreed terms and real-time progress tracking help it manage compliance and respond quickly to faults. Buyers also value contractors who keep tenants informed and minimise disruption in occupied homes.
Next Steps
Bidders should await the council's decision and, if appointed, plan resourcing for flats and multi-storey blocks, certificate turnaround and the progress tracking the council asked for. Others should keep NICEIC, CHAS or Constructionline and asbestos training current, and build social housing testing and rewiring case studies ahead of the re-tender.
