WCC - Dynamic Purchasing System (DPS) for Consultants and Project Support Services

Live

Framework Description

Warwickshire County Council's dynamic purchasing system (DPS) for Consultants and Project Support Services is a ten-lot route for engaging external consultants and project support providers. It started in February 2025, runs until 23 February 2029 and has an approximate aggregate value of £100 million across all call-off contracts. Suppliers can apply to join at any time while it is open.

Context & Use Case

Council services bring in consultants and project support when they need specialist skills or extra capacity, for example to deliver a programme or carry out a review. Individual call-off contracts are awarded through mini-competitions or direct awards to admitted suppliers, depending on the requirement and the lot. Ten lots let buyers target the right type of support.

Scope of Services

Consultancy services across ten lots Project support services External specialist support for council programmes

Lots

10 lots covering different consultancy and project support categories

Who Can Apply

Suits consultancies and project support providers of all sizes with public sector experience. As a Live DPS, suppliers can apply to join now and remain eligible to compete until February 2029.

Buyer Benefits

With around £100 million of potential spend, the DPS gives the council a large, flexible pool of consultants without separate tenders. Direct award options mean urgent needs can be met quickly, while mini-competitions keep pricing competitive for larger work. Buyers also value suppliers who can start quickly and report clearly.

Next Steps

Read the Contracts Finder notice for the WCC Consultants and Project Support DPS and apply for the lots that fit your services. Prepare public sector case studies, CVs and day rates. Once admitted, respond promptly to mini-competitions, and make sure your lot choices reflect work you can start at short notice.

How Athena Can Help

With £100 million of potential call-offs, getting admitted is worth the effort. Athena's consultancy DPS admission support identifies the right lots and completes your application with a compliance check.

For mini-competitions, our consultancy bid writers produce focused proposals and day-rate models, and our council bid strategy advice helps you decide which call-offs match your strengths. We also run a Bid Health Check on draft proposals and help you set out social value commitments.
