Framework Description
The Welsh Government's Rural Support dynamic purchasing system (DPS) was set up in September 2024 for use by all Welsh Government departments and some other public bodies. It covers programme and project support (including grant support), advice and technical services, and engagement services for rural Wales. It runs until 31 October 2028 and accepts supplier applications throughout.
Context & Use Case
The Welsh Government uses the DPS to buy specialist services for rural programmes, such as running grant schemes, giving technical advice on land management, agriculture and forestry, and engaging rural communities. Call-off contracts are awarded by mini-competition among admitted suppliers in the relevant category. Specialist areas include agriculture, forestry, natural resources and rural communities.

Who Can Apply
Suits rural consultancies, agricultural and land management advisers, environmental specialists and community engagement organisations. It is a Live DPS, so suppliers can apply to join now and remain eligible until October 2028.
Buyer Benefits
Welsh Government teams can procure rural expertise quickly through mini-competitions, rather than full tenders. An open DPS keeps the pool fresh, so new specialists in farming, forestry or community engagement can join as policy needs change. Buyers also value suppliers who understand Welsh rural policy.
Next Steps
Read notice 020541-2024 on Find a Tender and apply for the categories that match your services. Prepare examples of rural programme delivery, grant administration or engagement in Wales, Welsh language capability where relevant, and policy documents. After admission, watch for mini-competitions.
