Framework Description
West Sussex County Council runs this Dynamic Purchasing System to buy care and support services in its Extra Care Housing schemes. Extra Care Housing pairs a resident's own home with on-site care teams, and the council commissions care at 17 schemes. The DPS is valid until 30 September 2027. Current services have been extended to that date while the council prepares a full reprocurement for services starting on 1 October 2027.
Context & Use Case
The buyer is West Sussex County Council's adult social care commissioning, mainly for older residents who live independently but need planned help each day. Each scheme needs a care provider with staff on site, so contracts are tied to specific schemes rather than individual care packages. The DPS also aims to let providers work in partnership so outcomes can be measured across services.

Who Can Apply
CQC-registered domiciliary care providers able to staff an on-site team at a housing scheme, including independent and voluntary sector providers. As a DPS, it normally accepts applications from new suppliers while it is live, so providers can apply now and compete for the scheme contracts that follow.
Buyer Benefits
Commissioners get a pool of pre-checked providers they can invite to bid for individual schemes, without running a separate open tender each time. Admitting providers throughout the DPS lets the council bring in operators with local staff near particular schemes, which matters for continuity and the 24/7 response that residents rely on.
