National Developer Framework

Coming soon

Framework Description

Wirral Council is preparing a National Developer Framework to give public sector contracting authorities across England access to qualified development partners. It is planned to run for four years, ending on 30 September 2030, with lots based on English regions. It will cover the full development lifecycle, from feasibility and pre-development work through to developer-led delivery under Development Agreements, Joint Ventures or Special Purpose Vehicles.

Context & Use Case

Local authorities, combined authorities, NHS trusts and other public bodies will use the framework to appoint a development partner for regeneration schemes and surplus or under-used land and buildings. A public body might start with a feasibility study and move into a long-term delivery partnership. Regional lots mean partners should know the local property market, planning context and supply chain.

Scope of Services

Early-stage feasibility and pre-development support Developer-led delivery of public sector assets Development Agreements Joint Ventures and Special Purpose Vehicles Long-term regeneration and investment partnerships Regional lots aligned with English regions

Lots

Yes: Multiple regional lots aligned with English regions (NUTS codes) enabling locally experienced developer partners.

Who Can Apply

Property developers, development partnerships and regeneration consultants with a record of public sector schemes. Strong experience of joint ventures, development agreements and SPVs, plus a presence in the regions you bid for, will count. The framework is not yet tendered, so suppliers should prepare now to bid when it opens.

Buyer Benefits

Public bodies can appoint a development partner without running their own complex procurement, which saves months on a regeneration project. Using one framework from feasibility through to delivery means the same partner can carry a scheme from early studies to completion. Regional lots give access to developers who understand local land values and planning.

Next Steps

Read the pre-market engagement notice (017463-2025) on Find a Tender and give Wirral Council your views on lots and delivery models if engagement is still open. Choose your target regions and gather completed schemes, JV and SPV experience, funding capacity and team CVs. Watch for the tender notice, then submit regional proposals.
