Barrister Services - 1271

Live

Framework Description

YPO's Barrister Services framework (reference 1271) covers legal advice, advocacy and representation in the law of England and Wales. It is procured as exempt legal services under the Procurement Act 2023. It has eight lots, including one for WYLAW, the West Yorkshire local authority legal services group. It runs until 30 October 2029, with an option to extend to 30 October 2033.

Context & Use Case

Local authority legal teams and other public bodies use it to instruct counsel for care proceedings, adult social care cases, planning inquiries, employment tribunals, judicial reviews, and housing and education disputes. Instructions are placed through YPO's call-off route, which saves an in-house legal team from having to procure chambers separately for each case.

Who Can Apply

Barristers' chambers with public law practice in these areas. No new sets can be added while the current agreement runs. The next chance will come at the re-tender, which may be around 30 October 2029 or, if YPO uses the extension, as late as 2033.

Buyer Benefits

Council legal teams get quick access to chambers that have already been assessed, which matters when care proceedings or injunctions need counsel at short notice. Organising lots by practice area lets them choose specialists, and YPO offers free help with direct awards and further competitions.

Next Steps

Chambers on the framework should make sure the right members are listed against each lot, and respond quickly when councils run further competitions. Others should monitor YPO and Find a Tender ahead of 30 October 2029 and build a record of local authority instructions, with fee rates and outcomes.

How Athena Can Help

For chambers already appointed, Athena's further competition support drafts responses that show depth in each practice area and sets fee proposals that win instructions without undercutting the set.

For chambers preparing for the next tender, our help bidding for public work covers which lots to target and the evidence councils score, from case outcomes to responsiveness. Our legal framework pipeline shows which other legal services frameworks open sooner, so clerks can plan applications ahead.
