Framework Description
YPO's Buildings Internal Fit-out and Maintenance DPS (reference 882) is a Dynamic Purchasing System for work inside public buildings. Its 15 lots run from painting, joinery and flooring to mechanical and electrical services, fire alarms and sprinklers, lift maintenance, disability adaptations and general builders work. It has no extension option and closes on 23 February 2029.
Context & Use Case
Councils, schools, academies, housing providers and other public estate owners use it for refurbishments, planned maintenance and statutory testing. Buyers run a competition among contractors admitted to the relevant lot, so a school replacing its toilets invites kitchen and bathroom installers, while a council testing its water systems goes to the surveys and testing lot.

Who Can Apply
Trade contractors of all sizes, from sole-trade decorators and tilers to M&E firms, lift engineers, fire protection specialists and general builders. As a live DPS, it accepts new applications, so firms can join now for the lots where they hold the right competence schemes.
Buyer Benefits
Estates and housing teams can let interior works by trade, which suits buildings with mixed maintenance needs and small budgets. Statutory work such as Legionella, fixed wire, fire alarm and lift inspections sits alongside refurbishment, so one route covers both compliance and improvement work, with suppliers already vetted by YPO.
Next Steps
Applications go through YPO's 882 page. Gather Gas Safe, NICEIC, BAFE, LOLER or other competence scheme evidence relevant to your lots, along with insurance, health and safety documents and recent public sector jobs. Apply before 23 February 2029 to give yourself time to win work before the DPS closes.
How Athena Can Help
Athena's DPS application writers can complete your selection questionnaire for each relevant lot and check that your accreditations, insurances and policies match what YPO asks for.
After admission, our bid support for contractors produces method statements, programmes and job pricing for each invitation, with a check before every submission. Our advice on public works tenders helps small trade firms decide which jobs to price, and how to show social value on local schools and council sites.
