Civil Engineering Works and Services DPS - 1154

Live

Framework Description

YPO's Civil Engineering Works and Services DPS (reference 1154) is a Dynamic Purchasing System for appointing contractors and consultants to civil engineering projects. It covers survey, design, supply, project management, installation and maintenance across eight lots, from highways and rail to flood defence, solar, airports, utilities and ground works. It runs until 28 October 2028 with no extension.

Context & Use Case

Any public sector organisation can use it, including YPO and its associated companies. Typical buyers are highway authorities, councils managing flood risk and coastal assets, and public bodies building solar or other renewable schemes. Each project is let through a competition among the firms admitted to the relevant lot, from survey work through to delivery.

Scope of Services

Lot 1: Road and highway infrastructure Lot 2: Rail transport infrastructure Lot 3: Stormwater, flood, coastal and river protection Lot 4: Renewable energies Lot 5: Solar Lot 6: Air transport infrastructure Lot 7: Water and utilities Lot 8: Geotechnical and land maintenance, including surveying and ground investigation

Lots

Lot 1 - Road & Highway Infrastructure; Lot 2 - Rail Transport infrastructure; Lot 3 - Stormwater, Flood, Coastal & River Protection management; Lot 4 - Renewable energies; Lot 5 - Solar; Lot 6 - Air Transport Infrastructure; Lot 7 - Water and Utilities; Lot 8 - Geotechnical and land maintenance

Who Can Apply

Civil engineering contractors, specialist subcontractors, solar and renewables installers, ground investigation firms and engineering consultants. The DPS is live, so firms can apply now for any lot where they can show relevant project experience and meet YPO's selection criteria.

Buyer Benefits

Public bodies can appoint a civils contractor or designer without running their own full tender, which helps when flood or highway works are tied to funding deadlines. Having renewables and solar lots next to traditional infrastructure means one route covers both net zero and asset maintenance work.

Next Steps

Go to the 1154 page on YPO's website to apply. Choose lots carefully, as each needs relevant project evidence. Prepare CHAS or Constructionline status, CDM and health and safety documents, insurance and examples of completed civils schemes. Apply in good time before 28 October 2028.

How Athena Can Help

Athena's DPS lot selection and application service matches your civils track record to the eight lots, writes the selection responses and checks your submission before it goes to YPO.

When buyers invite bids, our engineering bid writers prepare method statements, programmes and pricing, with a health check before you submit. Our infrastructure bid advice helps you choose the schemes worth pursuing, weighing the size of each job against your capacity and the likely competition.
