Commissioning Solutions 2 - 1231

Live

Framework Description

YPO's Commissioning Solutions 2 framework (reference 1231) is a single-provider agreement awarded to The Access Group. It is the fourth generation of this framework and offers procurement and commissioning technology, from software alone up to a fully managed service, for public sector and health settings. It has no extension option and ends on 20 June 2028.

Context & Use Case

Procurement, commissioning, contracts and finance teams use it to manage spend in areas such as health and social care, transport, housing and construction. Because there is only one provider, YPO's framework page says buyers can direct award to The Access Group without further competition, choosing how much of the service they want it to run for them.

Who Can Apply

No other supplier can join, because the framework was awarded to a single provider and applications are closed. Procurement and commissioning software firms, and managed service providers, should prepare for the re-tender, which is likely to come before the 20 June 2028 end date as there is no extension.

Buyer Benefits

Buyers can buy commissioning software and, if they want, the people to run it, from one provider under one agreement. A direct award avoids a long tender for a system that touches several spend areas, and the option of a fully managed service helps teams with fewer staff automate routine procurement and contract work.

Next Steps

Watch YPO's framework pages from 2027 for the re-tender. Build a case for switching: references from public sector clients, evidence of handling health and social care, housing or transport spend, data protection and security accreditations, and a migration plan that shows how a buyer could move from the current provider.

How Athena Can Help

Beating an incumbent on a single-provider framework takes early work. Athena's competitor analysis and bid writing models how you would score against The Access Group and builds win themes around migration, managed service and value for money.

Our bid for the bid planning sets out what to prepare before the 2028 re-tender, including social value and pricing. Our technology framework research identifies other procurement software routes and dynamic markets you could join in the meantime.
