Framework Description
YPO's Electricity and Ancillary Services framework (reference 1100) gives public bodies a route to buy electricity, provided by nPower with YPO's own Trading Team buying the power using a flexible purchasing method. It covers half-hourly, non-half-hourly and unmetered supplies. It is a single-lot framework running to 31 March 2027, with two options to extend by 24 months each, to 31 March 2031.
Context & Use Case
Councils, schools, academies and other public bodies use it for their electricity contracts, from large sites with half-hourly meters to small sites and unmetered supplies such as street lighting. Customers use YPO's buying arrangement rather than tendering their own supply, and the Trading Team's flexible purchasing aims to secure best value.
Scope of Services
Half-hourly electricity supply Non-half-hourly electricity supply Unmetered electricity supply Ancillary services linked to electricity supply
Lots
Single lot
Who Can Apply
Licensed electricity suppliers. The framework is single-lot with one supply partner, and applications are closed, so other suppliers cannot join. The re-tender could come around 31 March 2027, or as late as 2031 if YPO uses both extension options.
Buyer Benefits
Buyers get a trading team buying electricity flexibly rather than having to fix a price on their own, without running their own tender. One route covers every meter type, so a council can put its offices, schools and street lighting on the same arrangement.
Next Steps
Check the YPO 1100 page for any decision on extending beyond 31 March 2027. Electricity suppliers interested in the replacement should prepare evidence of serving public sector portfolios, billing accuracy, account management, renewable supply options and capacity to handle half-hourly, non-half-hourly and unmetered supplies.
How Athena Can Help
For electricity suppliers looking at the replacement, service model and price structure need to be clear. Athena's bid managers and pricing modellers can build a response that sets out billing, account management and renewable options, and models how you score against rival suppliers.
