Enforcement Agency Services - 1200

Live

Framework Description

YPO's Enforcement Agency Services framework (reference 1200) gives councils and other public bodies a route to appoint enforcement agencies, which recover unpaid debts through legal enforcement on the creditor's behalf. It sits in YPO's Security and Response category and is a traditional framework, not a DPS, with applications closed. There is one lot, no extension, and an end date of 23 February 2029.

Context & Use Case

Councils and other public bodies use enforcement agencies to collect debts such as council tax, business rates, parking and road traffic fines, sundry debt, housing benefit overpayments and social care debts. YPO's page says the service includes High Court enforcement and other work such as repossessions, evictions and tracing, so buyers can appoint checked agencies rather than running a separate tender.

Scope of Services

Enforcement agency services for public bodies Recovery of debts through legal enforcement Enforcement operations on behalf of public sector creditors

Lots

Single lot

Who Can Apply

Enforcement agencies with the certificated agents, systems and compliance controls to work for public bodies. Agencies outside the panel will have to wait, because YPO cannot add suppliers mid-term. With no extension available, expect YPO to re-procure during 2028.

Buyer Benefits

Councils can appoint enforcement agencies quickly, which helps when collection volumes rise or a contract ends. Using a vetted panel reduces the reputational risk of enforcement work, since agencies on it have been assessed for compliance, financial standing and capability.

Next Steps

Agencies on 1200 should keep collection rates, complaint handling data and vulnerability policies ready for call-offs. Others should watch YPO's framework pages during 2028 for the replacement. YPO requires all enforcement firms on this framework to hold Enforcement Conduct Board (ECB) accreditation, so secure that first, along with evidence of agent certification and support for vulnerable debtors.

How Athena Can Help

YPO built this framework with the Enforcement Conduct Board, so fair treatment of people in debt is central. Athena's quality response writing helps agencies on the framework present collection performance and safeguarding clearly in call-offs.

For agencies preparing for the 2029 re-tender, our bid strategy for council contracts covers win themes, social value and pricing. Our framework discovery service finds other council enforcement and debt recovery routes you could join in the meantime, and we compliance-check every draft before it goes in.
