Framework Description
YPO's Groundscare Machinery, Equipment and Tools framework (reference 1192) covers the purchase or contract hire of mowers, tractors, trailers, utility vehicles and powered hand tools for maintaining parks, sports fields and green spaces. It has 20 lots, each for a specific type of machine. It has no extension option and ends on 6 November 2027.
Context & Use Case
Council parks and grounds teams, schools, universities and other public bodies with large green spaces use it to replace mowers and tractors or add tools to their fleets. Buying or contract hiring by machine type lets them compare specialist dealers for, say, a wide-area rotary mower or a slope mower.
Scope of Services
Lots 1 to 9: Pedestrian and ride-on mowers (rotary, cylinder, flail, zero-turn, out-front, triple, wide-area, slope) Lots 10 and 11: Agricultural and utility tractors Lots 12 and 13: Flatbed and electric tipping trailers Lots 14 to 18: Blowers and vacuums, saws, chippers and shredders, strimmers, hedge cutters Lot 19: Groundscare utility vehicles Lot 20: Associated groundscare equipment and tools

Who Can Apply
Groundscare machinery manufacturers, dealers and contract hire firms. Dealers outside it cannot be added during its term, however strong their range. With no extension, the re-tender is likely ahead of 6 November 2027.
Buyer Benefits
Buyers can choose between purchase and contract hire on the same framework, which helps with budgeting and fleet renewal. Lots by machine type make it easy to compare like-for-like offers, and dealers have already been assessed by YPO. Hire options also suit seasonal peaks in demand.
Next Steps
Dealers on 1192 should keep specifications, hire rates and servicing support ready for call-offs. Others should watch YPO's framework pages during 2027 for the replacement, choose target lots, and prepare product data, servicing and parts coverage, and evidence of supplying councils or schools.
How Athena Can Help
For dealers on 1192, Athena's machinery bid writing and pricing helps you compete for call-offs with whole-life costs, servicing support and hire rates that compete.
For suppliers aiming at the 2027 re-tender, our re-tender bid planning helps you choose between the 20 lots and build the evidence early. Our groundscare framework search finds other machinery and equipment routes open now. Servicing coverage and parts availability are checked against the criteria for each lot before submission.
