Framework Description
YPO's Liquid Fuels and Associated Products framework (1173) supplies diesel, HVO, gas oil, unleaded petrol, heating oil, kerosene and AdBlue to public sector organisations, along with fuel cards, fuel tanks and telemetry. It ran on a 2+1+1 term, and its end date of 23 October 2027 is the maximum, so it cannot be extended further. Applications for this framework agreement are closed.
Context & Use Case
Most lots are dedicated to named customers, including councils such as Leeds, Bradford and Wakefield, several police forces, West Yorkshire Fire and Nexus, which use them to keep fleets and buildings fuelled. Lot 25 covers new business from other public bodies, giving them a ready route without a tender, while separate lots handle fuel tanks and fuel cards.

Who Can Apply
Fuel distributors able to deliver to council depots, police and fire sites suit Lots 1–25, with tank suppliers and fuel card providers fitting Lots 26 and 27. Applications for this framework are closed, and with no extension left, a re-tender is expected before 23 October 2027. That is the next chance for new suppliers to join.
Buyer Benefits
Authorities need guaranteed fuel supply for emergency and frontline fleets, often in large volumes. Customer-specific lots let each authority secure delivery arrangements suited to its own sites, and having fuel cards and tanks on the same framework means one route covers the whole fuel requirement.
Next Steps
With the framework ending on 23 October 2027 and no extension left, YPO's re-procurement is likely in the months before that date. Prepare now: gather evidence of delivery capacity, supply resilience, HVO and lower-carbon options, and pricing mechanisms. Check YPO's page (https://www.ypo.co.uk/frameworks-home/900189) and Find a Tender regularly so you catch market engagement early.
