Framework Description
YPO's Managing Consultancy and Professional Services framework (1141) is the third version of its consultancy route. It lets public sector organisations appoint a single provider to manage all their consultancy and professional service needs through a vetted supply chain. It is a single-lot framework, closed to new applications, and its extension has already been used, so it ends on 30 September 2027.
Context & Use Case
Public sector organisations that buy consultancy regularly use 1141 to hand the sourcing of experts to one managed provider, rather than tendering each assignment. Buyers can make a direct award, so a provider can be appointed quickly without a lengthy bidding process. The appointed provider then gives access to procurement specialists and other professional expertise through the supply chain it manages.

Who Can Apply
The framework suits firms able to run a managed service for consultancy and professional services, sourcing and coordinating a vetted supply chain on a buyer's behalf. New providers cannot join 1141 itself. With the extension already used, the next chance is the replacement framework, which YPO will need to procure before 30 September 2027.
Buyer Benefits
One managed provider means one contract covering many consultancy needs, instead of a string of separate procurements. Direct award lets a council or other public body appoint quickly when a project cannot wait, and the managed, vetted supply chain gives assurance on the quality of the experts supplied. Buyers will expect the same control and speed from any replacement.
Next Steps
If you are the appointed provider, gather evidence of savings, time to appoint and consultant quality now, as it will carry weight in the re-procurement. Others should watch YPO's page (https://www.ypo.co.uk/frameworks-home/900638) for news of the replacement, since 30 September 2027 is a hard end date, and decide whether you can bid as a managed service provider.
