Framework Description
Framework 1140 is the third generation of YPO's recruitment framework. Across 11 lots it covers managed services for temporary recruitment, recruitment process outsourcing, recruit-train-deploy, emerging talent, total talent management and vendor management systems. Applications for this framework are closed; the extension has already been used, so it ends on 25 February 2028.
Context & Use Case
Separate managed service lots for local authorities, central government, housing, higher education and emergency services let each sector buy temporary staffing designed around its own workforce, with a general lot for other bodies. Organisations wanting to outsource hiring, build early-careers pipelines or manage permanent and contingent staff together use Lots 7 to 10, and Lot 11 covers vendor management systems.

Who Can Apply
Managed service providers for temporary labour, RPO firms, recruit-train-deploy and early-careers specialists, and vendor management system providers fit the lots. Applications for this framework are closed, so firms not appointed cannot join before its replacement is procured, likely ahead of 25 February 2028. Appointed suppliers compete for call-offs within their lots.
Buyer Benefits
Managed services let buyers bring agency rates, compliance checks and reporting under one contract. Sector-specific lots mean a university or fire service buys from providers assessed against its own staffing needs, and vendor management systems give finance teams visibility of temporary staffing spend.
Next Steps
Appointed suppliers should prepare data on fill rates, agency margin savings and worker compliance for call-offs in their lots. Others have until around February 2028: check YPO's page (https://www.ypo.co.uk/frameworks-home/900650), choose the lots that fit your delivery model, and use the time to win standalone managed service or RPO contracts that give you public sector references.
