National Framework For Civil Engineering, Infrastructure And Enabling Works

Live

Framework Description

The National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 was procured by Pagabo, acting as agent of YPO, under the Procurement Act 2023, with YPO as contracting authority. It merges the former National Framework for Civils and Infrastructure and the National Framework for Demolition and Land Preparation into 13 lots, with 111 contractors appointed for highways, rail, water, maritime, energy, aviation, defence and nuclear work, plus demolition, land remediation and enabling works. The award was published in September 2026, and applications for this framework are closed; it runs from 1 October 2026 to 30 September 2030. This framework is used by YPO and Pagabo.

Context & Use Case

Public sector clients use it to appoint contractors for highways, rail, water, maritime, energy, aviation, and nuclear and defence civils, and for demolition, land remediation and groundworks ahead of development. Each half of the framework has a collaborative partner lot alongside its specialist lots. Appointed suppliers receive work through direct award or further competition within their lots.

Lot 1: Civils and infrastructure – collaborative partners Lot 2: Civils and infrastructure – highways Lot 3: Civils and infrastructure – rail Lot 4: Civils and infrastructure – water and environmental Lot 5: Civils and infrastructure – maritime Lot 6: Civils and infrastructure – energy Lot 7: Civils and infrastructure – aviation Lot 8: Civils and infrastructure – nuclear and defence Lot 9: Civils and infrastructure – rail systems Lot 10: Enabling works – collaborative partner Lot 11: Enabling works – demolition Lot 12: Enabling works – land remediation and groundworks Lot 13: Enabling works – full enabling works

Who Can Apply

Civil engineering contractors, rail systems specialists, demolition firms and remediation and groundworks contractors fit the lots. Appointments were made in September 2026, so applications for the framework are closed until it is re-procured, likely ahead of 30 September 2030.

Buyer Benefits

Infrastructure clients need contractors with sector-specific competence, from rail possessions to nuclear and defence sites, and separate lots for each sector give them that. Bringing demolition and land preparation into the same framework means one route covers clearing a site and building on it, which simplifies programmes where enabling works lead straight into civils.

Next Steps

Appointed contractors should confirm the lots they hold and get ready for direct awards and further competitions, with sector case studies and health and safety records to hand. Contractors not appointed should review the award on Find a Tender (https://www.find-tender.service.gov.uk/procurement/ocds-h6vhtk-06872a), note who won in their sector and plan for the next iteration ahead of 30 September 2030.

How Athena Can Help

For contractors appointed in September 2026, Athena can help turn a framework place into work. Our mini-competition bid support builds win themes for your sector lot, scores your likely response against other appointed contractors and tests your pricing.

If you were not appointed, our help finding the right frameworks identifies other civils and demolition routes open now, and our public sector tendering consultancy supports standalone bids that strengthen your case for the 2030 re-procurement.
