Framework Description
The National Framework for Major Works 2026 was procured by Pagabo on behalf of YPO under the Procurement Act 2023. It covers new build, extensions, refurbishment, retrofit, MEP and associated works, mainly on projects of £5 million and above, through five value-banded lots. The award notice was published on 2 October 2026, with 99 suppliers appointed and an estimated term of 19 October 2026 to 19 October 2030.
Context & Use Case
Local authorities, NHS trusts, government agencies and other public bodies use it to appoint main contractors for large building projects, from new schools and hospitals to deep retrofit of existing estates. Value bands let buyers go straight to contractors sized for their project, and a collaborative partner lot sits alongside them. Appointed contractors receive direct appointments and further competitions.
Scope of Services
Lot 1: Collaborative partner, £5m+ Lot 2: £5m to £15m Lot 3: £15m to £30m Lot 4: £30m to £60m Lot 5: £60m+ Works covered: new build, extensions, refurbishment, retrofit, MEP and associated works
Lots
Lot 1 - Collaborative Partner Lot - £5m+; Lot 2 - £5m to £15m; Lot 3 - £15m to £30m; Lot 4 - £30m to £60m; Lot 5 - £60m+
Who Can Apply
Main contractors with a record of delivering public sector building projects of £5 million or more fit this framework, with lot choice driven by typical project value. It has been awarded to 99 suppliers and applications are closed, so contractors not appointed must wait for the next iteration, expected before 19 October 2030.
Buyer Benefits
Major projects carry high delivery risk, and buyers want contractors already checked for financial capacity and capability at the right scale. Value bands keep competition fair between contractors of similar size, and the choice of direct appointment or further competition lets a client move quickly on an urgent scheme or test the market on a complex one.
Next Steps
Appointed contractors should confirm their lot and prepare for direct appointments and further competitions, keeping project case studies, cost certainty evidence and social value plans current. Others should read the award notice on Find a Tender (https://www.find-tender.service.gov.uk/procurement/ocds-h6vhtk-068c14) to see who won in their value band, and plan for the next Major Works procurement.
How Athena Can Help
With 99 contractors appointed, winning further competitions under Major Works 2026 depends on standing out. Athena's competitive bid strategy and pricing service models your score against likely rivals in your value band and shapes win themes using the F.V.D. model.
For contractors outside the framework, our choosing frameworks to join identifies other routes to large projects, and our support on public works tenders helps you win standalone schemes, including the social value commitments clients score.
