Framework Description
YPO's Plant Machinery, Site Equipment, Tools, and Temporary Accommodation framework (1235) covers buying and hiring plant, site equipment, tools and temporary accommodation, with associated products and services, for all public sector bodies. It is split into 27 lots, from paving machinery to plant repair, and runs until 15 July 2028, with applications closed.
Context & Use Case
Local authorities, NHS bodies, housing associations, education and blue light organisations use 1235 to equip highways, construction, grounds and maintenance teams. Purchase lots suit equipment in constant use, while hire lots cover short-term needs such as event fencing, traffic management or site welfare. A one-stop-shop hire lot lets buyers source a mixed hire requirement from a single supplier.
Scope of Services
Lots 1–16: Purchase of plant and equipment, including paving, compaction, dumpers, excavators, material handlers, pumps, generators, lighting, trailers, fencing, traffic control, storage units, access equipment, air tools and site welfare units Lots 17–25: Hire of large, medium and small plant, material handlers, traffic management, event and site fencing, storage units, site accommodation and trailers Lot 26: Hire one-stop shop Lot 27: Plant repair and refurbishment

Who Can Apply
Plant dealers, hire companies, welfare unit and site accommodation providers, and plant repair workshops suit the lots. Applications for this framework are closed, so suppliers not appointed cannot join until it is re-tendered, which is likely before 15 July 2028.
Buyer Benefits
Public bodies often need plant at short notice, for example traffic management after a burst main or welfare units for a new site, and want suppliers already checked for compliance. Separate purchase and hire lots let them choose the cheaper option for each item, and the one-stop shop cuts the number of hire accounts a depot has to manage.
Next Steps
Appointed suppliers should keep rates, availability and delivery evidence ready for call-offs in their lots. Others should check YPO's page (https://www.ypo.co.uk/frameworks-home/900666), decide whether they would target purchase, hire or repair lots, and prepare for a re-procurement expected in the run-up to 15 July 2028.
How Athena Can Help
With 27 lots, the first question on 1235 is which ones are worth your effort. For appointed suppliers, Athena's win-theme and pricing work builds responses and rate cards that compete for call-offs in those lots.
For firms planning for the re-tender, our lot selection and application support chooses the purchase or hire lots that match your fleet and prepares your submission, and our public sector bid qualification advice helps you avoid lots you are unlikely to win.
