Framework Description
YPO's Purchase, Lease and Hire of Specialist Vehicles framework (1170) gives the public sector access to specialist vehicles of 3.5 tonnes and above, with associated services, to buy, lease or hire. Its 22 lots range from refuse collection vehicles and gully emptiers to fire appliances and buses. Applications for this framework are closed, and it runs until 1 October 2027, with no extension.
Context & Use Case
Councils use 1170 to replace refuse, food waste, sweeping, gritting and tipper fleets, fire and rescue services to buy aerial and pumping appliances, and transport bodies to source minibuses, coaches and buses. Buyers choose between purchase and lease in Lots 1 to 21, while Lot 22 covers hire for short-term or seasonal needs.
Scope of Services
Lots 1–3: Refuse collection vehicles (18T and under; 18T and over) and food waste vehicles Lots 4–7: Gully emptiers, mini/midi and chassis-mounted sweepers, winter maintenance vehicles Lot 8: Minibuses, coaches, buses and other mass transit vehicles Lots 9–16: Tippers, chassis cabs, tractor units and trailers by weight class Lots 17–19: Aerial appliances, pumping appliances and access platforms Lots 20–21: Customisable commercial vehicles; vans 3.5T to 7.5T Lot 22: Hire of specialist vehicles

Who Can Apply
Specialist vehicle manufacturers, bodybuilders, dealers, and leasing and hire companies suit this framework. Applications are closed, so firms not appointed cannot join before it ends on 1 October 2027. With no extension available, a replacement is likely to be procured during 2027, and that is the next opening.
Buyer Benefits
Specialist vehicles are expensive and slow to build, so councils and fire services want suppliers already vetted for capability and finance. The choice of purchase, lease or hire lets them match funding to need, such as leasing a refuse fleet over its working life or hiring gritters for winter, and weight-specific lots keep competitions like for like.
Next Steps
If you are appointed, prioritise call-offs before 1 October 2027 and assemble lead time, whole-life cost and after-sales evidence. If not, check YPO's page (https://www.ypo.co.uk/frameworks-home/900644) for the replacement, and prepare now: vehicle specifications, build slot capacity and fleet references with councils or fire services will be central to a bid.
