Framework Description
YPO's Refuse and Recycling Products framework (1185) supplies food waste caddies, liners, wheeled bins, sacks, kerbside boxes and related products, and includes delivery to households. It is designed as a one-stop solution for local authority food waste collection products. It has 13 lots and runs until 31 March 2029, with no extension, and applications are closed.
Context & Use Case
Council waste and recycling services use 1185 to equip households for new or changed collections, such as rolling out food waste collections or replacing damaged bins. Alongside the products, buyers can contract for distribution to each household, refurbishment of steel bins and end-of-life buy-back of old containers, keeping a whole rollout within one framework.

Who Can Apply
Manufacturers and distributors of bins, caddies, liners and sacks, logistics firms able to deliver to households, and bin refurbishment specialists suit the lots. Applications for this framework are closed, so other suppliers cannot join until it is re-tendered, likely before 31 March 2029.
Buyer Benefits
Councils rolling out food waste collections must get caddies and liners into every home by a fixed date. Buying the products and the household delivery through one framework reduces the risk of a failed launch, while WRAP-specification caddies and buy-back of old bins support consistency and recycling targets.
Next Steps
Appointed suppliers should prepare for call-offs linked to council collection changes, with evidence of stock capacity, household delivery rates and recycled content. Others should review the lot structure on YPO's page (https://www.ypo.co.uk/frameworks-home/900670) and build council references, so they are ready for re-procurement ahead of 31 March 2029.
How Athena Can Help
Councils changing collections can place large call-offs under 1185. Athena's call-off tender writing helps appointed suppliers compete for them with clear delivery plans for every household, win themes on recycled content and competitive pricing.
If you are not appointed, our framework and DPS shortlisting finds other routes to council waste contracts and plans for the 2029 re-tender, and our local authority bid support helps you bid for standalone supply contracts in the meantime.
