Framework Description
YPO's Renewable Biomass and Related Services DPS (1080) is a Dynamic Purchasing System for biomass fuel, split into two lots: fuel chips and fuel pellets. It sits in YPO's Environmental & Energy category and runs until 24 February 2029, with no extension. As a DPS, it admits new suppliers throughout its term.
Context & Use Case
Public bodies running biomass boilers use 1080 to buy chip or pellet fuel through competitions among admitted suppliers. A buyer invites the suppliers in the relevant lot to bid for each requirement, so fuel contracts can be re-tested against the market as prices change, and newly admitted suppliers can compete straight away.
Scope of Services
Lot 1: Biomass fuel chips Lot 2: Biomass fuel pellets
Lots
Lot 1 - Biomass Fuel Chips; Lot 2 - Biomass Fuel Pellets
Who Can Apply
Biomass fuel producers and distributors able to deliver chips or pellets to public sites can apply now, provided they meet YPO's selection criteria. Suppliers of both fuels can apply for both lots. Applications are accepted until the DPS closes on 24 February 2029.
Buyer Benefits
Biomass boilers depend on reliable deliveries of fuel of the right quality, and a failed delivery can leave a building without heat. A DPS gives buyers a pool of vetted fuel suppliers and lets them re-compete supply regularly, which helps with both price and continuity while supporting their carbon reduction aims.
Next Steps
Read the DPS documents on YPO's page (https://www.ypo.co.uk/frameworks-home/900606), confirm whether you will apply for chips, pellets or both, and prepare evidence of fuel quality standards, delivery capacity and geographic coverage. Apply through YPO's portal, then respond promptly to competitions; the DPS closes on 24 February 2029.
How Athena Can Help
The biomass DPS is open, so Athena can help you join now. Our DPS joining service handles the selection questions and supporting evidence for one or both fuel lots, and checks everything before submission.
Once admitted, each fuel contract is competed. Our bid content and pricing models help you respond quickly with prices that reflect fuel costs and delivery distances, and our public sector opportunity screening helps you focus on the sites you can serve profitably.
