Framework Description
YPO's Software Application Solutions framework (1095) gives public sector organisations a route to business, HR, finance, environmental, election, library, procurement, housing, booking, education, and health and social care software. Applications for this framework are closed; its 24-month extension was taken in February 2025, and it ends on 20 February 2027. YPO is renewing it as Software Application and Solutions 2 - 1309.
Context & Use Case
Local authorities, schools, housing associations, charities, central government, emergency services and NHS bodies use 1095 to replace or add line-of-business systems, buying by solution and outcome rather than by product. YPO developed it with input from customers and suppliers. With four months left, any call-off contract has to be awarded before 20 February 2027.

Who Can Apply
Software vendors and resellers with public sector products in the listed areas fit 1095, but applications are closed and it ends on 20 February 2027. New suppliers should focus on its successor, 1309, which YPO lists as Coming Soon with a planned go-live in March 2027.
Buyer Benefits
Buying by function lets a council or school find suppliers of specialist systems, such as election management or library software, without running a full tender for each. That matters for systems tied to fixed dates, like elections. Buyers will expect the same functional coverage, plus the option to combine lots, under 1309.
Next Steps
Appointed suppliers should pursue remaining call-offs before 20 February 2027 and make sure they are positioned for 1309. Everyone else should go straight to YPO's page for 1309 (https://www.ypo.co.uk/frameworks-home/900683) to check its tender status; YPO planned to go to tender in April 2026 for a March 2027 go-live.
