Framework Description
YPO's Street Lighting Products and Services framework (1259) covers exterior lighting and electrical products, IoT and central management systems, lighting columns and street furniture, plus project support and testing services, across five lots. Applications for this framework are closed, and it runs until 10 March 2027, with an option to extend by two years to 9 March 2029.
Context & Use Case
Highway authorities and local authorities use 1259 to supply street lighting schemes, from cables and lanterns to columns and pillars, and to bring in engineering, design and testing support when in-house teams are stretched. The IoT and central management systems lot supports smarter control of lighting networks.
Scope of Services
Lot 1: Electrical supplies, including cables and lanterns Lot 2: IoT and central management systems (CMS) Lot 3: Columns, pillars, posts and ports Lot 4: Project support services, including engineering and design Lot 5: Testing services
Lots
Lot 1 - Electrical Supplies inc Cables; Lot 2 - IOT and CMS; Lot 3 - Columns, Pillars, Posts and Ports; Lot 4 - Project Support Services; Lot 5 - Testing Services
Who Can Apply
Street lighting manufacturers, electrical distributors, CMS and IoT providers, and engineering and testing consultancies fit the five lots. Applications for this framework are closed, so others cannot join until it is re-tendered, which could be around 10 March 2027 or, if the extension is used, nearer March 2029.
Buyer Benefits
Councils want lighting products and controls that cut energy use, plus testing that keeps columns safe. Having products, CMS, design support and testing on one framework lets a highways team run a whole programme through a single route, with suppliers already assessed by YPO.
Next Steps
Appointed suppliers should prepare for call-offs with product data, energy savings evidence and testing records. Others should follow YPO's page (https://www.ypo.co.uk/frameworks-home/900673) for the extension decision, due before 10 March 2027, and prepare lot-specific evidence now in case YPO re-tenders rather than extends.
How Athena Can Help
For suppliers on 1259, Athena's evaluation-led bid writing helps you compete for call-offs by showing energy savings and value clearly, at a price that holds up against rival suppliers and still protects your margin.
For those outside, the extension decision is the key date. Our framework timing and application support prepares you for a re-tender in 2027 or 2029, and our public sector lighting tender advice helps you bid for standalone schemes in the meantime.
