Framework Description
YPO's Training Solutions DPS (999) is a Dynamic Purchasing System for training providers, with 27 lots ranging from firefighting, incident command and rope rescue to policing, firearms, leadership, GDPR and first aid. It runs until 24 February 2029, with no extension, and, unlike frameworks that are closed to new applications, admits new suppliers throughout its term, so providers can join whenever they are ready.
Context & Use Case
Fire and rescue services and police forces use specialist lots for operational training such as hazardous materials, water rescue, driving, road policing and tactical skills, while other public bodies buy leadership, IT, project management, coaching and wellbeing training. Buyers run further competitions among suppliers admitted to the relevant lot, so new providers can win work as soon as they are accepted.
Scope of Services
Lots 1–12: Fire and rescue training, including foundation and development, operations, prevention and protection, hazardous materials, incident command, resilience, rope rescue, water and flood rescue, animal rescue, instructor programmes, maritime and driving Lots 13–18: Policing (induction and CPD), firearms, road policing, tactical, crime prevention, and CPD including blue light Lots 19–27: Leadership and management, equality and diversity, GDPR, IT, project management, coaching and mentoring, learning and development, health and safety and first aid, health and wellbeing

Who Can Apply
Training companies, independent trainers and specialist emergency services trainers can apply to join at any time before 24 February 2029, choosing the lots that match their courses. The blue light lots suit providers with operational experience, while the corporate lots suit general training firms.
Buyer Benefits
Emergency services must keep operational competence current, and many of their training needs are specialist. The DPS gives them a pool of vetted providers for each discipline and a quick competition route, while open entry means niche trainers, such as animal rescue or maritime specialists, can be added as they apply.
Next Steps
Download the DPS documents from YPO's page (https://www.ypo.co.uk/frameworks-home/900304), choose your lots and gather evidence of trainer qualifications, course accreditation and delivery to public sector clients. Apply through YPO's portal, then respond quickly to further competitions in your lots before the DPS closes on 24 February 2029.
