Framework Description
YPO's Water, Wastewater and Ancillary Services framework (1181) is a joint route led by YPO with ESPO and West Mercia Energy for public sector bodies buying water and wastewater services. It aims to help customers use water more efficiently, reduce consumption and secure reliable supply. It is a single-lot framework, closed to new applications, running until 31 August 2027.
Context & Use Case
Councils, schools and other public bodies use 1181 to buy water and wastewater services for their sites without running their own tender. Each customer is assigned a dedicated account manager as a single point of contact for monitoring and managing water use, which helps organisations with many sites. Involving three buying organisations widens its reach across the public sector.
Scope of Services
Water supply Wastewater services Ancillary services supporting efficient use and lower consumption Dedicated account management and monitoring of usage

Who Can Apply
Water retailers and providers of water and wastewater services able to serve multi-site public sector customers fit 1181. Applications are closed, so others cannot join until it is re-procured, likely before 31 August 2027, which makes the coming months the time to prepare.
Buyer Benefits
Water bills across a large estate are hard to track, and leaks or billing errors can go unnoticed. A dedicated account manager gives buyers one contact who monitors usage and helps cut consumption, and the joint YPO, ESPO and West Mercia Energy route spares them a specialist procurement of their own.
Next Steps
With 31 August 2027 approaching, check YPO's page (https://www.ypo.co.uk/frameworks-home/900641) for news of a replacement from YPO, ESPO or West Mercia Energy. Prepare evidence of account management, consumption reduction and billing accuracy for multi-site public sector customers, so you can respond quickly to market engagement.
