Digital Foundry: The MOD’s Innovation Engine for Data, AI and Digital Advantage

Overview

The Ministry of Defence generates vast quantities of data every day — from sensor feeds and logistics records to personnel systems and intelligence reports. But data, on its own, is inert. It only becomes valuable when it is exploited: analysed, fused, automated and turned into decisions that make Defence faster, smarter and more effective. The Digital Foundry is the organisation within MOD Defence Digital that exists to make that exploitation happen.

The Digital Foundry is the MOD’s dedicated innovation and data exploitation capability, central to accelerating the use of data, AI and emerging technologies for both military and business advantage. It operates as a rapid solutions and technology exploitation facility, incorporating the Defence Artificial Intelligence Centre (DAIC), centres of expertise in Data, Automation and AI, and specialist teams for fast-track digital innovation. It is explicitly embedded within the broader Digital Backbone strategy, delivering rapid, game-changing digital, data and AI capabilities for operational effectiveness, faster decision-making and more agile command and control.

The Foundry’s remit is deliberately broad. It develops and hosts a common exploitation platform, tightly aligned with MOD acquisition reform and transformation. Its exploitation facility is responsible for solving operational and business problems, enabling accelerated digital adoption, nurturing digitally skilled Defence talent, supporting UK Defence Innovation objectives, and fostering commercial and public partnership innovation. In practical terms, the Digital Foundry is where the MOD takes a problem — whether that is identifying patterns in intelligence data, predicting equipment failure before it happens, or automating a manual administrative process — and builds a digital solution at speed.

Strategic Purpose and Objectives

From Data to Decision at Speed

The Digital Foundry is pivotal to the MOD’s strategic transformation. It enables the institution to become a technology-enabled defence power, underpins the rapid deployment of digital, AI and analytics capabilities, and supports Defence Equipment & Support and acquisition reform as a fundamental mechanism for accelerating Defence solutions. It is vital for enhancing operational readiness, business agility, and supporting UK Defence Innovation aims toward digital, data-driven military advantage.

The Foundry works alongside the MOD Data Strategy, the Digital Commercial Strategic Roadmap and the Defence AI Centre. It is a linchpin in modernising the MOD’s data, business and warfighting processes for technology-enabled Defence power. Its work feeds directly into operational programmes such as NEXUS, the Digital Targeting Web and Maritime Domain Awareness, providing the AI-powered analytics, automation and decision-support tools that these programmes depend upon. Without the Foundry, the MOD would have world-class cloud infrastructure and networks but lack the ability to exploit the data flowing through them.

The Foundry also plays a critical role in workforce development. Defence’s digital transformation is not solely a technology challenge — it is a people challenge. The Foundry nurtures digitally skilled talent within Defence, building the cadre of data scientists, AI engineers and digital specialists that the MOD needs to sustain its transformation over the long term. This investment in human capital is as strategically important as any investment in hardware or software.

Budget and Financial Structure

Programme Value

The Digital Foundry’s budget lines are disaggregated under MOD Defence Digital funding, which exceeds £2 billion annually. The Foundry’s activities are bundled with DAIC and wider digital and data strategy allocations. There is no standalone published figure, but it forms a core exploitation component underpinning all AI, data and innovation initiatives across Defence. The combined scale of the Foundry’s portfolio — spanning rapid prototyping, AI deployment, data platform development and workforce training — positions it as one of the most significant innovation investments in UK government.

Budget Division and Holder

MOD Defence Digital provides strategy, funding and oversight. DAIC and functional leads for AI, Data, Digital and Automation manage delivery. Project delivery is coordinated with Defence Equipment & Support and UK Defence Innovation. Strategic alignment is maintained with the MOD Digital Backbone and commercial transformation programmes. Budget holder responsibility rests with MOD Defence Digital portfolio owners, including the CIO, Digital Functional Lead, senior data and exploitation managers, DAIC directors, Centres of Expertise leadership and Defence Innovation chiefs.

Procurement and Acquisition

Acquisition Pipeline

The Digital Foundry occurs as a strand within the MOD Pipeline for digital, data and AI exploitation, innovation and rapid transformation. Procurement runs through the Defence Sourcing Portal and Crown Commercial Service framework agreements including G-Cloud, Digital Outcomes and Specialists, AI and data frameworks, and technology innovation contracts. The breadth of the pipeline reflects the Foundry’s cross-cutting mandate — its projects span operational AI, business process automation, data platform development, workforce training and experimental technology evaluation.

Tender Information

Investment has been ongoing since 2021 under the Defence Data Strategy and Digital Commercial Roadmap. Key milestones include the Foundry and DAIC establishment, minimum viable product milestones for the common exploitation platform, annual innovation and AI budget allocations, and strategic procurement reviews. Tender references are associated with digital, AI, innovation and acquisition projects managed under MOD Defence Digital, UK Defence Innovation and DAIC, with contract and framework identifiers aligned to CCS, G-Cloud, Digital Outcomes and Specialists, and innovation funding lines.

Why It Matters

The Digital Foundry is where the MOD’s digital transformation meets the real world. Cloud platforms, networks and data strategies are essential, but they are means to an end. The end is better decisions, faster operations, more efficient support and stronger defence. The Foundry is the organisation that turns infrastructure into outcomes — that takes the data flowing through the Digital Backbone and transforms it into actionable intelligence, predictive maintenance alerts, automated logistics workflows and AI-enabled targeting support.

Its significance extends beyond any single programme. The Foundry’s common exploitation platform, its AI and data science teams, and its innovation methodology are used across Defence — by the RAF for NEXUS, by the Royal Navy for Maritime Domain Awareness, by the Army for battlefield management, and by Defence support functions for everything from equipment planning to personnel analytics. It is, in effect, the MOD’s internal technology consultancy and delivery engine, operating at the intersection of operational need and digital capability.

For industry, the Digital Foundry represents sustained opportunity in AI and machine learning development, data engineering, analytics platforms, automation tools, rapid prototyping, digital skills training and innovation partnerships. The Foundry’s model of fast-track digital innovation, combined with its use of CCS frameworks and the Defence Sourcing Portal, means that opportunities are accessible to a wide range of providers — from AI start-ups and data science specialists to established technology firms and academic research institutions. Companies that can demonstrate rapid delivery of AI and data solutions in secure, defence-grade environments will find the Foundry a consistently rewarding partner.
